Procurement Specialist: who will be accountable for the effective delivery of procurement functions, services, and support across all units within the organisation, ensuring alignment with relevant legislation and regulatory requirements. The role is responsible for providing expert guidance and advice on procurement practices, promoting compliance with policies and supply chain regulations, and managing all procurement activities to meet the Tribunal’s operational needs. This includes overseeing, coordinating, and executing the full scope of Supply Chain Management (SCM) in accordance with legislative frameworks to ensure transparent, compliant, and efficient procurement processes.

Key Responsibilities Management of the SCM function

• Implement effective and efficient supply chain management processes.
• Oversee and manage all supply chain management legislation compliance as per the National Treasury for the NCT.
• Coordinate and compile the annual procurement plan with input from EXCO and submit to Treasury and the dtic within the required timelines (31 March, annually).
• Provide leadership and guidance on the NCT tender process to ensure compliance at every stage of the process, including serving as the secretariat for the bid committees.

 Contract Management Process and SLA Management

• Prepare all service level agreements in collaboration with the relevant business unit and obtain the approval thereof.
• Oversee and manage the contract management process in conjunction with the business unit heads.
• Oversee and manage the contract register and advise business units of contract expiries and the need to initiate the procurement process.

 Asset Disposal Management

• Implement, manage and monitor asset disposal strategy and processes.
• Oversee the asset disposal process of the NCT in line with legislation.

 Tender Management

• Compile the bid documents.
• Oversee and manage the receipt of bids and ensure a tender receipt register is in place.
• Upon completion of all evaluations, finalise the Purchase Requisitions (PR), pricing evaluations, specific goal scoring document and assure compliance with the SCM policy and SOPS, Preferential Procurement Policy Framework Act (PPPFA), PFMA and related regulations and Instruction Notes.
• Manage the organisation’s profile on the National Treasury’s Central supplier database.
• Ensure adherence to the SCM Policy in line with PFMA, Treasury Regulations and PFMA Instruction Notes.

 Insurance Support

• Oversee and manage NCT’s insurance requirements timeously and draft the relevant memorandums for the process.
• Oversee the processing of insurance claims received from the units.

 Reporting

• Compile quarterly progress reports on procurement plan vs actual targets.
• Compile monthly submissions to the dtic but not limited to:
• • Irregular, Fruitless and Wasteful Expenditure Report,
  • Procurement Deviation register, and
  • Gifts register.

 People Management

• Provide leadership and direction to teams.
• Establish clear performance expectations and accountability frameworks for direct reports, providing coaching and support to enable high performance and delivery of APP targets.
• Uphold and enforce adherence to legislative, governance, and organisational policies, promoting a culture of professionalism, integrity, and compliance.

Requirements

• NQF Level 8 – postgraduate qualification in Supply Chain Management/Financial Management/Accounting.
• Relevant work experience in SCM in government, public entity or similar (8 – 10 years).
• Management experience (6 years).
• Driver’s license
• Professional registration with CIPS (Chartered Institute of Procurement and Supply) is advantageous.
• The successful incumbent must know about SCM Legislation Compliance, PFMA and Treasury Regulations, Contract Management Principles, Asset Disposal Regulations, Insurance Policy Requirements, Financial and SCM Reporting Standards, Governance and Compliance Frameworks, and Internal Control Frameworks.
• The successful incumbent must have skills in Procurement Planning, Tender Process Management, Risk Mitigation Implementation, Audit Response Coordination, Supplier Relationship Management, Document Management, Contract Register Administration, and Stakeholder Communication.
