Job Description
The Human Resources Administrator provides administrative, operational, and coordination support to the HR function, ensuring accurate record-keeping, efficient HR processes, and compliance with organisational policies and procedures.
The successful candidate will support day-to-day people management functions and assist with HR service delivery across the employee lifecycle, with a strong focus on system administration, data integrity, and process coordination.
Key Responsibilities:
Recruitment & Selection Administration
- Administer and maintain the Applicant Tracking System (ATS)
- Upload and manage job requisitions, adverts, and candidate information
- Monitor recruitment workflows and candidate progression
- Schedule interviews and coordinate communication with candidates and panel members
- Ensure candidate documentation is complete and correctly stored
- Generate recruitment reports such as vacancy status and time-to-fill reports
- Provide ATS support to line managers and users
- Manage applicant queries and correspondence through ATS and email
- Support onboarding administration linked to recruitment activities
Employee Records & HR Administration
- Maintain accurate employee records and HR documentation
- Process employee lifecycle changes including appointments, transfers, promotions, and terminations
- Prepare HR documentation such as contracts and confirmation letters
- Maintain leave records and support leave administration
- Coordinate onboarding and exit processes
- Respond to general HR administrative queries
Payroll & Benefits Support
- Collect and verify payroll input data
- Coordinate timesheet submissions and follow up on outstanding information
- Assist with payroll-related queries
- Support administration of employee benefits including medical aid and provident fund
- Ensure alignment between HR records and payroll information
Employee Relations Administration
- Maintain disciplinary, grievance, and employee relations records
- Prepare documentation for hearings and consultations
- Schedule employee relations meetings and hearings
- Maintain confidentiality of all employee relations information
Performance Management Support
- Coordinate performance management administration
- Track submission of performance agreements and reviews
- Maintain performance management records
- Send reminders regarding key performance deadlines
- Assist with performance-related reporting
Training & Development Administration
- Coordinate training logistics and schedules
- Maintain training attendance registers and records
- Capture training information for reporting purposes
- Support Workplace Skills Plan (WSP) and ATR submissions
- Track employee participation in training initiatives
HR Reporting & Data Management
- Maintain accurate HR data and records
- Generate HR reports including headcount, leave, turnover, and recruitment reports
- Maintain HR dashboards and trackers
- Support HR audits and data validation processes
HR Compliance & Governance
- Ensure HR documentation complies with policies and legislation
- Maintain compliance checklists and audit-ready records
- Support internal and external audits
- Track expiry dates for contracts and related documentation
- Ensure confidentiality and secure handling of HR information
- Escalate risks and non-compliance issues where necessary
Minimum Requirements
Qualifications
- National Diploma or Degree in Human Resources Management, Industrial Psychology, or related field
Advantageous
- Exposure to payroll processes
- Experience supporting system-based HR environments
- Registration with a recognised HR professional body
- Valid South African driver’s licence and willingness to travel

Job Description
Recruitment and Selection
1. Co-ordinate the end-to-end recruitment process (drafting adverts, shortlisting, and arranging interviews)
2. Conduct background and verification checks
3. Facilitate the onboarding and induction programs for all new starters
4. Ensure all new starters have current and signed job descriptions in place
5. Maintain an updated recruitment status report
6. Support workforce planning by tracking vacancies, acting positions and organisational structure changes
7. Maintain recruitment metrics (time-to-fill, cost-per-hire, source effectiveness)
8. Ensure recruitment practices support Employment Equity targets
Employee Retention and Culture
1. Facilitating the onboarding and induction program to ensure new hires feel welcomed and aligned to organisations values
2. Administering and analysing annual survey to gauge staff morale
3. Conducting formal interviews with departing staff to identify causes of turnover
4. Promote wellness programmes, mental health workshops, health screenings or counselling services, and communicate available services to staff
5. Monitor employee engagement with LYRA and provide feedback
Payroll and Benefits Administration
1. Perform payroll administrative functions, through gathering and providing payroll inputs for respective portfolio
2. Orient staff on the usage of the ESS.
3. Coordinate & follow through timesheet completion processes and submission to ensure payroll allocation accuracy.
4. Support in salary reviews and the administration of compensation benefits.
5. Ensure compliance with payroll deadlines and reporting requirements.
6. Administer employee benefits, including medical aid, provident funds, and other compensation-related programs.
Employee Relations and Compliance
1. Provide support on labour law compliance, including BCEA, LRA, EEA, and OHSA in ensuring follow ups and implementation
2. Support management in resolving employee relations issues and implementing fair solutions.
3. Maintain the Employment Equity (EE) plan and assist in the submission of the annual EEA2 and EEA4 reports to the Department of Labour.
4. Assist with preparation of documentation for disciplinary hearings, grievances and appeals
5. Maintain an employee relations case register and outcomes tracker
6. Liaise with external stakeholders (CCMA, bargaining councils, labour consultants) when required
7. Support implementation of corrective actions following disputes or arbitrations
Employee Performance Management
1. Administer the annual performance appraisal cycle
2. Track & support one on one performance meeting reminders to Line Managers
3. Record and file performance management contracts and or warnings and disciplinary outcomes for respective district.
4. Assist Line Manager in identifying underperformance and drafting Performance Improvement Plans
5. Monitor compliance to performance management timelines and escalation of non-compliance
6. Generate performance reports to support management decision-making
7. Support alignment of individual performance objectives with departmental and organisational goals
HR Administration and Support
1. Implement a systematic filing system to maintain HR records securely and confidentially.
2. Maintain accurate electronic and physical employee file (POPIA compliant)
3. Maintain and update staff files regarding salary, benefits, transfers, promotions, and terminations.
4. Process UI19 forms and coordinate employee exit checklists to conclusion
5. Track and follow up on payments with the Finance Department
6. Ensure adequate stock of stationery is available and reorder supplies as necessary
7. Collaborate closely with the HR Manager to ensure HR policies and practices are aligned with the organisations mission, vision, and values.
8. Support HR planning and strategy development to enhance organisational effectiveness
9. Interpret and communicate HR Policies, procedures and programmes to Line Managers.
10. Support the implementation of all HR Operational Plans and strategic goals.
11. Generate monthly HR reports (headcount, turnover, leave, absenteeism, exit trends)
12. Support continuous improvement of HR systems, workflows and templates
13. Maintain HR dashboards for management reporting
Training and Development
1. Collate data for the workplace skills plan (WSP) and Annual Training Report (ATR) for SETA submission
2. Co-ordinate internal and external training interventions
3. Maintain training records and evaluate training effectiveness
4. Support onboarding learning paths and role-specific development plans
5. Assist in identifying critical skills gaps that impact service delivery
HR Compliance, Risk and Governance
1. Maintain HR compliance checklists aligned to labour legislation and organisational policies
2. Support internal and external audits by providing accurate HR documentation
3. Monitor expiry of fixed-term contracts, probation periods, visas and professional registrations
4. Ensure POPIA compliance across all HR processes and records
5. Flag HR-related risks and non-compliance issues to the HR Manager timeously
Requirements
Qualification
• Bachelor’s degree or National Diploma in Human Resources Management or Industrial Psychology or related
• 3 to 5 years’ work experience of generalist HR experience within either a public or private environment
Experience
• Sound working knowledge and understanding of South African Legislative requirements (LRA, BCEA, EEA & SDA)
• Understanding of the HR value chain and processes
• Proven ability to manage multiple priorities
• Excellent working knowledge of Microsoft Word, Excel, Outlook and PowerPoint.
• Experience in disciplinary processes, CCMA cases
Advantageous
• Registration with South African Board of Personnel Practices
• Working knowledge of VIP Payroll System or similar
• A valid SA drivers’ license with a willingness to travel.
