The National Consumer Tribunal (NCT) is looking for a qualified and driven Database Administrator to join its ICT team on a three-year fixed-term contract. The successful candidate will play a key role in developing, testing, implementing, maintaining, and documenting database management systems while ensuring data integrity and supporting enhancements to existing business applications.

Key Responsibilities

Database Planning and Management

  • Design, develop, and support database management systems aligned with organisational requirements.
  • Ensure compliance with ICT enterprise architecture and governance standards.
  • Implement data management solutions in accordance with NCT policies and ICT standard operating procedures.
  • Maintain data integrity, accuracy, and consistency across business applications.

Database Development and Implementation

  • Contribute to defining specifications for database systems and data dictionaries.
  • Implement and maintain backup and disaster recovery mechanisms.
  • Assess requests for new or modified data requirements and develop practical solutions.
  • Apply database patches and updates when required.
  • Translate database schemas and project specifications into effective implementation plans.

User Support and Testing

  • Assist users with database-related issues and operational challenges.
  • Provide database training and technical support to internal and external stakeholders.
  • Plan and conduct unit, integration, regression, and user acceptance testing.
  • Investigate and resolve database functionality issues through troubleshooting and corrective actions.

Monitoring and Performance Management

  • Conduct data analysis to ensure data quality and consistency.
  • Troubleshoot database-related technical problems.
  • Monitor database security and safeguard organisational data repositories.
  • Track and optimise database performance and response times.

System Enhancements and Change Management

  • Contribute to technical design and database schema development for projects.
  • Support user adoption through effective support planning.
  • Participate in change management initiatives.
  • Modify and optimise databases to meet evolving business requirements.

Minimum Requirements

  • NQF Level 6 Diploma (or equivalent qualification) in Information Technology.
  • Two to three years of experience in data management, data analysis, and SQL programming within a Microsoft environment.
  • Willingness to be available on a 24/7 on-call basis.

Advantageous Qualifications and Experience

  • NQF Level 7 Degree (or equivalent) in Information Technology.
  • At least one year of full lifecycle database application development experience.

The National Consumer Tribunal (NCT) is recruiting two experienced and innovative Software Developers to join its ICT team on a three-year fixed-term contract. The successful candidates will be responsible for designing, developing, implementing, and supporting software solutions that enhance organisational efficiency and informed decision-making.

The role involves translating business requirements into functional software applications, ensuring compliance with governance frameworks such as the Software Development Lifecycle (SDLC) and COBIT, and managing the complete software development lifecycle from requirements analysis through deployment and ongoing support. Successful candidates will also ensure that systems remain secure, scalable, and fully integrated within the organisation’s technology environment.

Key Responsibilities

Business Requirements Analysis

  • Develop implementation approaches aligned with the Software Development Lifecycle (SDLC).
  • Ensure software solutions comply with ICT governance frameworks and enterprise architecture standards.
  • Develop and support ICT applications in accordance with organisational policies and ICT standard operating procedures.
  • Translate business requirements into clear functional specifications.
  • Validate requirements with stakeholders to ensure solutions meet business needs.
  • Ensure compliance with COBIT 2019 and SDLC methodologies throughout the development process.

Application Design and Development

  • Convert business requirements into logical application workflows and process designs.
  • Develop process flow diagrams and technical models for software solutions.
  • Transform project specifications, database structures, and workflows into detailed coding instructions.
  • Design intuitive and user-friendly application interfaces.
  • Develop workflow automation solutions that support operational requirements.
  • Incorporate audit and compliance controls into application designs.

Documentation Management

  • Support users with operational and application-related issues.
  • Maintain well-commented and structured program code.
  • Produce comprehensive technical documentation and user guides.

Testing and Quality Assurance

Minimum Requirements

  • NQF Level 7 Bachelor’s Degree in Computer Science, Information Technology, or an equivalent qualification.
  • Three to five years’ experience in software design, development, and testing using technologies such as C#, Python, ASP.NET, or similar platforms.
  • Availability to participate in a 24/7 on-call support environment.

Advantageous Qualifications

  • NQF Level 8 Honours Degree in Information Technology, Computer Science, or a related discipline.
  • Knowledge of advanced structured programming techniques.
