Grade 12 with 5 years experience, Computer Literacy, good communication skills, problem solving, initiative, report writing, Leadership and interpersonal skills. Good understanding of PFMA. PPPFA, BBBEE, Treasury Regulations, Provisioning administration system, DORA, Labour Relations Act and relevant government regulations, code of conduct and Batho Pele Principle. Procurement delegations, Contract Management, Asset Management, SAP / SRM system. Ability to work under pressure. A valid driver’s license Code 8, (Candidates may be subjected to a test driving on the day of the interview.
Ensure compliance with policies with policies and procedures of the department. Ensure proper implementation of Supply Chain policies, inventory, and asset management internal control and Risk management. General Management of Departments resource including personnel Management, Staff performance Management, developing and training. Daily monitoring of staff activities.
Assist with the developing and implement procedures for contract management and administration and ensure that signed contracts are communicated to all relevant parties to provide contract visibility and awareness and maintain contractual records. Assist Managers in drafting of a annual Demand/procurement plan and monitoring thereof. Management of Petty Cash requests. Supply chain Manager with statistics and monthly reconciliations pertaining to SCM (Cash flow, accruals, WEBCYCLE commitment register etc.)
Assist with the financial year end closure and preparation of working files for audit purposes. Management of Government vehicles, manage all logistics related functions within the Sub-District also IMU. Work closely with the End Users and other relevant components (Finance /Warehouses-reconciliations-BAS/Asset, theoretical stock recon etc. Attend all relevant meeting s and serving on committees – e.g Joint management, Bid Adjustment, Vetting / APU/ SCMU / Biding and AD Hoc meetings.
Ensure that the WEBCYCLE, open purpose orders, 0 to 9 file is properly managed and resolved. Ensure and maintain proper Warehouse, Accounting, Transit management. Management of Security within the Sub-District
