Trainee Inspector : Non-Scheduled Operations and General Aviation (Centurion)
OVERALL PURPOSE OF THE JOB
The trainee will be afforded an opportunity to be trained to regulate and monitor Aviation Security Standards and Practices and ensure compliance with Part 114 of the Civil Aviation Regulations (CARs), the National Aviation Security Programme (NASP) and other relevant Aviation Security Regulations.
To promote Aviation Security and ensure effectiveness of measures in place, in compliance with Part 114, the NASP and related Aviation Security Regulations.
Oversight and Validation of Programmes
Perform oversight and surveillance activities to meet requirements as detailed in the SACAA Policies and Procedures, the NASP, CARs and CATS
Reporting
Provide recommendations to clients for resolution of security deficiencies identified and for continuous improvement
Evaluate and validate operator Security Programmes such Air Carrier, Aerodromes/Airports and General Aviation
Assure quality and accuracy of evaluations, ensuring timeous delivery of security programme
Enforcement and Compliance within Aviation Security
Evaluate progress of the implementation of Corrective Action Plans
Conduct follow-up inspection/audit to validate the effectiveness of corrective measures and ensure closure of oversight process
Enforce applicable regulation and pursue legal enforcement when warranted
Regulation development and amendment
Assist the department to develop and amend Aviation Security Regulations, Technical Standards and National Aviation Security Programme (NASP) through Manager
Ensure that regulations are current, and all gaps identified are closed
Liaison and Consultation (Air Carrier and Aerodrome/Airports Security)
Project a satisfactory image of the SACAA to all internal and external clients, and adhere to protocol
Communicate with internal and external stakeholder regarding aviation security related matters
Ensure that all requests are attended to and queries are handled in line with the SACAA policies and procedures
Liaise with operators and execute monitoring oversight, surveillance activities, and other engagements in line with the SACAA Policies and Procedures
Administration
Perform general job related and office administration
Implement and maintain an accurate database for aviation security non-compliances
Maintain and accurate repository of AVSEC documents and Information
Requirements
Minimum Requirements
National Diploma in Administration or relevant equivalent qualification
Added Advantage
Degree in Risk or Security Management or relevant equivalent degree
Airline/airport operations or management of aviation security operations Certificate
Minimum Experience
Minimum 2 years’ experience in Aviation Security or related experience in the Airport or Airline/Air Carrier or Airport or Regulator operations.

Trainee Inspector: Airports and Airlines Security (Centurion)
OVERALL, PURPOSE OF THE JOB
- The Trainee will be afforded an opportunity to be trained and gather work experience to monitor the implementation of the National Aviation Security Program (NASP) and other related Civil Aviation Regulations (CARs) in compliance with the ICAO SARPs
- To promote Aviation Security and strengthen the national aviation systems
Oversight activities – Inspections and audits (risk-based)
- Learn how inspections and audits are carried out.
- Plan and execute inspections and audits following laid down ISO Procedures
- Conduct oversight activities as assigned by the Manager, make appropriate recommendations and submit comprehensive reports
- Conduct inspections/ audits follow-ups to ensure that identified security gaps are closed
- Evaluate, validate and review security programs and manuals for Airport Operators, , Air Carriers, Air Navigation Service Providers, and Catering Service Providers
- Process applications for the designation of Officials for Aviation Security at the airports and airlines
- Participate in development and continuous improvement of functional procedures and quality management documents
Administration
- Perform job-related administrative tasks
- Create and maintain a database of allocated clients
- Create and maintain a database for non-compliances on the findings register
- Handle internal and external correspondence through the Manager
- Maintain the AVSEC Documents management system in line with the Records Management Procedure and personal information in compliance with the POPIA.
- Learn how SS001 and MOP is implemented
- Read and understand inspection, approval and evaluation checklists for Airports and Airlines
- Read and internalise in-brief and out-brief meetings checklists
Enforcement and Compliance
- Learn enforcement process
- Follow up on and evaluate Corrective Action Plans
- Initiate enforcement by alerting the Manager of non-conformances, in line with the Enforcement procedure
- Initiate enforcement action for cases of non-compliances meriting enforcement action in line with the Enforcement Procedure
Amendments to Regulations
- Learn the regulation development process within the department.
- Recommend to the Manager a review of regulations to address identified gaps in the security system
- Participate in the process of amending legal instruments related to aviation security
Liaison and Consultation
- Learn the importance of the Local Airport Security Committee.
- Monitor and observe Local Airport Security Committee meetings as and when assigned and provide feedback to SACAA through the Manager
- Attend to all requests and queries in line with the SACAA policies and procedures
- Provide feedback on queries raised by operators
- Participate in security awareness programs and SACAA initiatives
