THE KEY RESULT AREAS OF THIS POSITION ARE AS FOLLOWS:
• Conduct desktop literature review of national, provincial and local government spatial planning legislative policy, strategies and guidelines.
• Conduct a strategic analysis of the MLM socio-economic, biophysical and built environment.
• Prepare spatial proposals to also contain spatial vision, development concepts, restructuring elements and strategies, and produce a Draft MSDF.
• Recommend policies and guidelines to support the implementation of the spatial proposals contained in the Draft MSDF.
• Develop an implementation plan to also contain capital investment framework priorities, institutional arrangements and other implementation requirements.
• Engage the Mnquma LM Senior Management, Council and other stakeholders from the public and private sector, academia, civil society and traditional leaders to solicit their inputs for incorporation into the Draft MSDF.
• Participate and present all the project phases in Project Steering Committee (PSC) meetings.
• Produce the Final MSDF.
• Produce a Project Close-Out Report.
• Submit related reports on all the above with Portfolio of Evidence (POE) to ECSECC.
OTHER TASKS OF THIS POSITION ARE AS FOLLOWS
· Participate in the relevant organisational activities and execute tasks assigned by ECSECC.
QUALIFICATIONS, SKILLS AND COMPETENCIES
• National Diploma or Bachelor’s Degree in Town Planning/ Regional Planning or related field.
• Registration with a relevant professional body (e.g. SACPLAN etc).
• Good understanding of spatial planning legislation, policies and guidelines.
• Understanding of the strategic and development planning process in local government and the interrelationship between National and Provincial development planning, Municipal Integrated Development Planning (IDP) and the MSDF.
• Project Management.
• Research, facilitation, analytical, communication and report writing.
• Ability to think strategically.
• Stakeholder management.
EXPERIENCE
• A minimum of 10 years proven experience in rural/ urban town and /or regional spatial planning.
• Proven experience in the compilation of SDFs/Precinct Plans/Nodal Plans.
EXTENT OF STAKEHOLDER NETWORK
• Frequently network and consult the district and local municipality, sector departments, organs of the state, traditional leaders, civil society organisations, business community and the private sector.
WORKING CONDITIONS
• Willingness to travel.
• Willingness to deal with tight deadlines and pressure.
• Willingness to work overtime when required.
