Insurance Sector Skills Fund (ISSF) TVET Bursary 2026

2026 ISSF APPLICATION FOR HIGHER EDUCATION INSTITUTIONS & STRATEGIC PARTNERS 

HIGHER EDUCATION INSTITUTIONS (HEI)
Registered and accredited HEIs that provide education and training to registered learners, manage the recruitment and funding of beneficiaries through the coordination the administration of the bursary, monitoring student progress, ensure allocation of fees, accommodation, allowances to the students. Ensure the submission of required supporting documentation for audit purposes.
STRATEGIC IMPLEMENTATION PARTNER
All registered and accredited Strategic Implementation Partners manage the recruitment and funding of beneficiaries through the coordination the administration of the bursary, monitoring student progress, ensure payment of fees to educational institutions, accommodation allowances to the students.
CLOSING DATE: 20 October 2025

Note: All HEIs and Strategic Implementation Partners are expected to attach their full proposal and estimated cost breakdown to support the funding application.

BURSARIES FOR UNEMPLOYED YOUTH (PUBLIC /PRIVATE UNIVERSITIES AND UOT’S)

Eligibility Criteria for Learners

Unemployed South African youth up to the age of 35 years registered between NQF Level 5 to NQF Level 10

Funding Scope
The bursary will cover tuition fee, accommodation, and prescribed textbooks (funding will be in line with the University annual prospectus fees). Accommodation accredited by Universities.

Qualifications
Priority will be given to qualifications that align with the Critical and Scarce Skills List, as well as those integral to the insurance sector’s business value chain (Qualifications will be provided on the advert).
