JOB DESCRIPTION: CLERK OF WORKS (3-year contract)
GRADE: C3
1 ACCOUNTABILITY
The Clerk of Works (CoW): CDC-DPWI CAPE TOWN is accountable to the Programme Director: CDC-CAPE TOWN.
2 MANDATE
The CoW: CDC-DPWI CAPE TOWN is mandated by the Board of Directors of the CDC to take responsibility for the quality of end products delivered by CDC-DPWI CAPE TOWN and compliance of all small harbours infrastructure and building projects implemented by CDC-DPWI CAPE TOWN with relevant standards and specifications, under the overall direction of the Programme Director: CDC-DPWI CAPE TOWN.

3 RESPONSIBILITIES AND OBLIGATIONS
The primary objective of the CoW: CDC-DPWI CAPE TOWN is to ensure that all small harbours infrastructure and building projects implemented by CDC-DPWI CAPE TOWN comply with the relevant standards and specifications and that specified quality standards are maintained. In pursuance of this primary objective, the CoW: CDC-DPWI CAPE TOWN is required to:
- Have ability to read and interpret drawings and specifications;
- Have the ability to plan and programme small harbours infrastructure construction and building works;
- Have experience in developing quality control plans and quality check sheets;
- Have experience of carrying out site inspections and complete all relevant quality check sheets and reports;
- Have good understanding of legislations and regulations pertaining to small harbours infrastructure and building projects;
- Have thorough knowledge of acceptable quality, safety and environmental systems and standards;
- Have ability to establish and maintain sound relationships with stakeholders;
- When required, advise the Programme Director: CDC-DPWI CAPE TOWN on appropriate mechanisms for providing good quality products / infrastructure;
- Implement and ensure compliance with the CDC’s Quality Management Systems;
- Ensure that Service Providers work in accordance with acceptable Quality Assurance systems;
- Ensure that needs of the Client are addressed and are met.
4 SPECIFIC RESPONSIBILITIES
Overall quality assurance on infrastructure projects
- Develop acceptable site specific quality protocols;
- Carry out site inspections and evaluate quality, safety and environmental compliance;
- Assist the CDC Project Manager in overseeing work done by professional service providers on behalf of CDC;
- Develop and submit reports to Programme Director: CDC-DPWI CAPE TOWN;
- Ensure stakeholder liaison;
- Provide guidance to Service Providers on quality issues;
- Implement and ensure compliance to specified quality standards.
Facilitation
- To oversee and facilitate the quality assurance and monitoring on all small harbours construction projects implemented by CDC-DPWI CAPE TOWN.
Promote CDC vision
- To promote the values, mission, vision, policies and strategies adopted by the CDC from time to time.
Monitoring
- To monitor progress of all designated small harbours infrastructure and building works in terms of construction progress in accordance with implementation programmes, quality of works, safety of construction and environmental compliance.
Stakeholder involvement
- To interact with different stakeholders;
- Implement stakeholder management plan,
Reporting
- To prepare reports and position papers as required and directed by the Programme Director: CDC-DPWI CAPE TOWN.
5 REQUIREMENTS AND EXPERIENCE
- Applicable relevant trade/tertiary qualifications in electrical / mechanical works;
- A qualification in Construction or Electrical Engineering will be advantageous;
- Five (5) years’ experience as Clerk of Works or similar works on new and active sites;
- Five (5) years’ technical experience within the Built Environment;
- Ability to read and interpret architectural and engineering drawings, specifications, codes, and other material pertinent to construction;
- Knowledge of Construction Project Management, project management arrangements and controls;
- Working knowledge of building components and systems;
- Knowledge of construction materials, means and methods;
- Knowledge of relevant legislation and statutory requirements including CDM Regulations, Asbestos Regulations, Scaffolding Regulations and Planning and Building Regulations and related;
- Knowledge of applicable OHS legislation;
- Excellent written and oral communication skills and ability to establish and maintain professional working relationships;
- Driver`s License.
