INVITATION TO PARTICIPATE IN DPWI COVID-19 YOUTH BRIGADES PROGRAMME.
COVID-19 Youth Brigades Programme.

On the 15th of March 2020, the President of the Republic of South Africa declared the outbreak
of Corona Virus as a National Disaster. He further pronounced that more control measures be
undertaken with a view to prevent the spread of the COVID-19 epidemic. Eastern Cape
province has the third highest number of COVID-19 cases compared to other provinces. The
number of infections continues to grow in an alarming rate.
On the 29th of April 2020 the Minister of Employment and Labour issued a directive on COVID19 Occupational Health and Safety measures in workplaces. While the added responsibility
arising from the directive on COVID-19 Occupational Health and Safety measures in
workplaces may be a challenge, it provides an opportunity for the Department to engage
unemployed youth of the Eastern Cape Province in the war on COVID-19 through its
Expanded Public Works Programme
The Eastern Cape Department of Public Works and Infrastructure invites the unemployed
youth to register on a database for recruitment and selection of COVID-19 Youth Brigades


Programme who will be performing the following functions:
 Maintain OHS requirements.
 Screen and record all personnel and clients entering our all state buildings and/ project
sites.
 Maintenance of hygiene in all state buildings and;
 Disinfect, Fumigate and Fogg state buildings as and when required.
It is envisaged that the projects will run for the period of six months, as the Department
anticipates that the virus will be in existence for a longer period before a vaccine could be
found or developed. It is proposed that COVID-19 Youth Brigades Programme will work for
the 5 days a week for the duration of this project. The successful applicants will be placed into
Department of Public Works and Infrastructure Facilities and Construction Projects.
EXPRESSION OF INTEREST OF COVID-19 YOUTH BRIGADES PROGRAMME.

  1. REQUIREMENTS FOR SELECTION: HEALTH AND SAFETY OFFICER
    REPRESENTATIVES.

    Interested candidates should submit the following: –
     CV.
     Certified Copy of the ID.
     Minimum qualification – Certificate on OHS or Environmental Health/ Management.
     A 3 year Diploma in Health and Safety or Environmental Health/ Management will be
    added advantage.
     Declaration of Health will be signed with the selected Participants.
  2. REQUIREMENTS FOR SELECTION: MONITORS.
    Interested candidates should submit the following: –
     CV.
     Certified Copy of the ID.
     Minimum qualification – Grade 12.
     A 3 year Diploma or Degree will be added advantage.
     Declaration of Health will be signed with the selected Participants.
  3. REQUIREMENTS FOR SELECTION: CLEANERS.
    Interested candidates should submit the following: –
     CV.
     Certified Copy of the ID.
     Minimum qualification – Grade 10.
     Declaration of Health will be signed with the selected Participants.
    The target for the programme is unemployed youth between the ages 18-35 (COVID-19 Youth
    Brigades Programme). The Department is also paying monthly stipend to selected
    Participants. Preference will be given to people from the Eastern Cape Province, women and
    people with disabilities.
    N.B Qualifying applicants can also log on to
    http://www.amathuba.ecdpw.gov.za/ to register for this programme. This database will be
    opened for people to register until the end of 2020/21 financial year.
